The Colleges of Education Teachers Association of Ghana (CETAG) has declared an indefinite strike effective Monday, November 24, 2025, citing the government’s failure to fully implement the National Labour Commission’s (NLC) arbitral award issued on May 2, 2023.

According to CETAG, the decision was taken by its National Executive Committee (NEC) in consultation with the National Council during an emergency meeting held on November 19, 2025. The association said persistent government inaction on key labour issues has left it with no choice but to withdraw all teaching and related services nationwide.
In a statement signed by National President, Maxwell Bunu, and National Secretary, Fidelis Kamaayi, CETAG outlined several unresolved grievances including:• Non-payment of all-year-round work compensation for additional duties performed in 2022 for 39 colleges. Only the Accra College of Education has received a partial payment.• Outstanding Book and Research Allowance arrears for the 2023/2024 and 2022/2023 academic years.• Outstanding Book and Research Top-up arrears for the 2021/2022 academic year, particularly owed to Akrokerri College of Education.• Alleged wrongful downgrading of experienced tutors holding master’s degrees—an act the association says undermines professional dignity and contravenes CETAG’s conditions of service and the Labour Act, 2003 (Act 651).
CETAG insists the strike is a “legitimate and unavoidable response” to what it describes as government’s breach of binding agreements and disregard for NLC directives.
With all 46 public Colleges of Education affected, academic work, teaching practice supervision, and administrative functions are expected to grind to a halt. The development raises concerns about potential disruptions to the academic calendar, especially as colleges prepare for end-of-semester activities.
CETAG maintains that it remains open to dialogue but will only call off the strike when the government demonstrates clear commitment to fulfilling all outstanding obligations.
